Weatherization Program

The Weatherization program began in 1975, and the Furnace Replacement program began in 1989. These programs are aimed at making housing for low-income persons more energy-efficient and less costly for the residents. Persons at or below 200% of poverty-level income are eligible for the Weatherization Program. Persons at or below 175% of poverty-level income are eligible for fuel assistance (LIEAP). The residence is audited and a list of needs is developed. The program provides the materials and pays contractors for the labor to weatherize the home (caulk cracks, insulate, weather-strip, fix windows, etc.). Furnaces can be repaired or replaced, if not repairable, through the program. In addition, some inefficient/high-cost non-operating appliances (range / refrigerator / water heater) can also be replaced in certain circumstances.

A furnace repair/replacement program became available in 2009 for homes that had already been weatherized. Income eligible clients may qualify to have their heating source repaired or replaced if not cost effective to repair.
