Development
The Revolving Loan Fund started in 1991, with the first
loan being made in June of that year. The purpose of the RLF is to create jobs
for low-income persons either by helping them to start their own businesses or
to help businesses that then hire one or more low-income persons. The program
provides collateral for business loans, in the form of Certificates of Deposit
(CDs), as part of the business finance package. Program staff also assist the
applicants with business planning, marketing, and other similar needs.
